After Marcelo Caetano replaced Salazar as Council President of the Dictatorship, the Portuguese opposition congregated in the town of Aveiro for the II Republican Congress on 15, 16 and 17 May 1969. Despite this moment of unity, the opposition would appear divided in the October elections.
